iPhone 4 charging problem

This always happen through charging process so i changed the cable and its happening again

have you tried restoring the phones software, its likely a software related bug. once it says its fully charged, at 32%, have you tried rebooting it to see if it changes to 100%.

I tried restart with no change ,i will try restore

Reset the phone by holding down the sleep / wake button and home button at the same time for a few moments. The phone will power cycle thru.
