so the UK sells factory-unlocked iphones and I was wondering If I could buy one and have it shipped to me in the US from ebay and be able to hook it up with a prepaid at&t or t-mobile SIM and use the Facetime feature?

Facetime only works if you are connected to a WiFi network so I'm not sure what effect the carrier would have.
From my experience, it only seems to work on supported carriers (even unlocked iP4s).
