iPhone 4 HD Video

Does the iPhone record video in HD automatically, or is there a setting to activate and de-activate it?

I believe it does that automatically. And after you decide what to do with it it will allow you to compress it, reduce it, etc..

I am also interested to know if this can be adjusted and how to do it?

If you want the ful 720p, you have to transfer it to your computer using either iPhoto or iTunes i believe. Sharing it to youtube or facebook compresses it and makes it meh.
