iPhone iphone 4 ios6.1 restore?

I'm trying to restore to a fresh state so i can re-jailbreak and sell on CL. When I click on restore in iTunes, it changes to say that it will restore and update. When I try to do it OTA, it gets stuck forever on the spinning wheel.

They stopped signing 6.1 a very long time ago.
Does the buyer want it jb?
You can stay jb and use ilex rat to wipe it all clean.

No, you cannot just restore to 6.1 because that's what's installed. Doesn't work that way. You need full shsh blobs for iOS. 6.1 for that particular device or you can only restore to the latest iOS 7.
And yes ilex is trusted and works.

Sorry I should have clarified. I'm somewhat removed from the recent happenings in the jb scene but still understand the basics. I have shah blobs for 6.1 on this device.

Doesn't matter now anyway. Went ahead with ilex rat and option 12. Looks clean. Thanks aj.

Glad it worked out.
If you had full shsh blobs for it for 6.1 you could restore to that but it's a lot simpler and easier wih ilex.
