Wrong. Apple will bypass it if you own a company and you lend the phones to employees and then if that employee iCloud locks the device if fired or let go. It has been discussed numerous times. The employer and original device owner can have the device unlocked by Apple.
Source? Apple do not, under any circumstance, bypass the iCloud activation just because some random employer tells them to.

AppleCare has announced a new process to assist institutions with returned devices which may be activated locked. For customers who experience this for the first time please call AppleCare at 800-800-2775 so that the process and needed documentation can be explained. After the initial call customers can email with the required documentation for all Activation Lock Removal requests.

Its not a random employer. Its the employer that owns the phone and allows their employees to use it. These employees are then fired and disgruntle and do not remove their icloud account, purposely bricking the device.

Hmm... Usually Apple won't remove the lock even when you provide a receipt. Apple also refuse to take in your device for a replacement if it's activation locked. So this is indeed quite surprising.

The average person cannot do this. You must be the employer/owner of a company and prove that the devices are handed out to employees for work only.
