iphone 4 modem firmware problems

When the phone is plugged into the wall it turns on and works as soon as I unplug it it turns off. The phone is completely u responsive unless the phone is plug up. When I plug it into the computer it doesn't come on or anything. I looked at the general and its missing the modem firmware and baseband. I have never tried jailbreaking it so its still stock. Any help would be great fully appreciated
