Certified 4s. But you may want to look at net 10 or straight talk good pricing and may be an option for the whole family.
 
The 4 is a sad little phone. May be enough for a lot of people but if you're comparing it to a 4s it's not even a debate. There has never been such huge differences between generational iPhones than the 4 against the 4s.
 
Go for the 4s, absolutely !

At 14 she's not a kid and she can tell the difference between a fully functional iPhone and an old and limited one.
iPhone 4S still is a good device.

Update

Thanks again for all the help. Virgin Mobile would not insure or guarantee a certified preowned 4s for more than 14 days, so could not find a 4s that will work. Just don't see spending $400 on a phone for a teen, maybe when she has a job.

So we bought the 4 at Radio Shack at 5 am for $99. Should keep her happy for a little while and we can monitor how she takes care of it. By next Xmas, we'll look at a new one!!

For now, I am less stressed. She is happy and wants Uggs to go with her iphone since we got such a bargain price! Sigh...14.
 
She might like a 5C if she demands a replacement. On contract only $99 for a 16GB, and comes in colors that I personally find most suitable for girls.
