iphone 4 reboot loop issue

i have a problem with my iphone 4 ios 7
enter to cydia and removed some application then restarting the iphone but it wont open and restarting
itunes cant recognize iphone and my mac also cant recognize it ,,, downloaded some softwares to read the phone but also cant read ,, when trying to but in dfu mode or recovery mode give me on screen the cable and battery low !!
please help me to get my data out because i didnt make backup ,,, any solution to extract my data from iphone

Note ,, my battery is new

If your device is on a boot loop then you will not be able to backup anything on it.
You're out of luck unless somehow you get it to start back up.
Did you try entering safe mode?
