I just bought an Iphone 4 from someone and he had just reset the whole phone to clear it back to factory settings when I arrived. Since he clicked reset, it has been giving me the spinning wheel. It is a 16gb iphone that he says was nearly full. It's now two hours later so I'm wondering if this is typical or if I should try restoring it with itunes? Thanks! Sorry if this has been asked before

If it was jailbroken he shouldn't have reset/wiped it on the phone as this wont work.

You will probably need to put it into DFU mode and restore to get it up and running again

I didn't do it-the guy obviously didn't do a bit of research beforehand and I would have...but that seems to be what has gone wrong...I'll give that a shot, thanks :)
