Which is completely acceptable given it will only be used for video, and is comparable to the iSight lens that ships with the previous generation Macs. Also makes sense given the resolution of the iPhone's screen.
640x480=307,200 pixels. =~.3 megapixels if you were taking stills, which i don't think it does. Hence they give its specs in standard video resolutions.

There was a mention somewhere in the promo material of the front facing camera making it easier to take self portraits. So I think stills will be possible.
Regarding VGA: The video output from the iPad is also VGA but in that case it means 1024x768. Why is it that when cameras are VGA it is always 640x480 but in other cases it can be higher resolution?? Just asking.
