Yes.

You can definitely pre-order one from the apple website for delivery on the 24th, this will be a pay-and-go one.

I don't think it's been confirmed yet if you'll be able to pre-order a pay-and-go iPhone on the O2 website, but I'd trust apple more to deliver it on time anyways.

Does anyone know if O2 will be unlocking?

my current 3GS was a payg and they unlocked instantly (well within 14 days) but I've heard that orange hold you to 3months and vodaphone won't unlock at all

Correct, correct and correct. Only the iPhone team can answer that question. From what I can speculate, yes, but for a price, starting at £15.

I'd have complained, it's supposed to be 15, and that's what they took from me.
