Please Guys.... Help... My iPhone like this is USELESS -__-

So my iPhone touchscreen isn't working COMPLETELY.
I say completely because when I "triple click" the home button the "accessibility options" menu pops out and I can choose any option touching the screen but and if I get a call and go to the Dash I can double click the Home button and the "app closer" touchscreen works too. BUT! the rest of the touchscreen doesnt work, I cant dial, write or move anything.

Well the Real Problem Here is that my SLEEP BUTTON doesnt work meaning I CAN'T restart my phone by using the "Sleep + Home Button" combination.

Is there any other way I can restart my iPhone that isnt by restoring and upgrading the version?:confused::confused::confused:
 
It's sounding like VoiceOver was enabled unintentionally. The most straightforward way to turn it off is by selecting it in iTunes and clicking the "Configure Universal Access" button on the Summary pane, then selecting "Neither" in the Seeing area. For a walkthrough, see this support article.
