Why the heck hasn't anyone come out with any app that will do this already? I thought it was open and available for devs to create something that would do this? Even if it isn't Apple approved, other resources could be used to distribute...WTF?????

Learn how to code and do one yourself then if you think it's so easy that one would be out by now.
I'm guessing no ones done it since everyone would probably download it immediately and crash the servers like they did with fring, your best bet would be to wait till skype does video chat, although it took them forever to release multitasking and that doesn't even work all that well.
Apple will probably figure out a way to get facetime working through the desktop by then anyway so you're stuck waiting either way.
