There is a theme in Cydia called "Slanted Lock" that works perfect for me. I initially installed both LockMS and SlantLock but it didn't turn out anything like the pic. Make sure you activate through Winterboard and place the Slanted Lock theme at the top and see if this gets you the results you're looking for. And make sure any other lockscreen apps/mods you have are disabled too.

They're essentially the same
One has weather and is slanted
The other isnt.
