It does seem right. If no one has an answer for you, no one will respond. Repeating the same thing over and over is bad form and is against forum rules.
 
You don't see them because they are the final revision so they are only printed once. It probably depends on your jurisdiction; here in Nevada approved plans must be submitted to the city on mylar.

Either way, the "typical" blueprint does not have a blue background.

Actually a true blueprink does have a blue background and white lines.

A blue line (more modern than the blueprint) is blue lines on white (really light blue) paper.

Most plots today are made on standard white bond paper with black lines. Vellum and Mylar are still used, but printed on the same whay as regular paper.

Complaining about why people aren't answering your question is in poor taste. Reposting the same question and complaining even more probably isn't going go anywhere either FYI. If someone knows, someone will answer. If not, no one will answer. There are other forums that might be of assistance to you.
