i usually just use a combination of the scale and crop functions.

I just created a blank 960x640 image and then paste an image into it. Scale/arrange the pasted image to your liking and save.

For the quick and easy route, I use

http://pixlr.com/editor/

Simply create a blank image 960x640
Copy original photo and paste into new blank image
Move image around until happy
Save as .png.
You're done.
