Iphone 4S AT&T minimum of 2GB data plan required

I was on ATT's website and planned on pre-ordering the iphone 4s and the available data plans have a minimum of$25 for 2GB. The 200MB option is not listed but on the iphone 4, it is listed. Why is this? I am on wifi at school and home so I dont need 2GB.

My wife, dad, and mom preordered 4S and they all selected 200MB/$15 plan!
