just did it
go to ipsw.me, download 6.1.3 for 4s (its a direct apple link)
put your phone in dfu mode, and hold alt-option key and point it to that firmware and you're good!
probably won't last forever, the signing window (ability to restore) but pretty cool for people that want their skeumorphism back and have a 4s lying around
and yes, its only 4s signing the fw right now
