iPhone 4s goes straight to voicemail instead of ringing

My iPhone 4s goes straight to voicemail when I am called from another cell phone. Calls from landlines ring. I can't work out how to resolve this problem. All help gratefully received.

Any cellphone number or just one number that calls you in particular goes straight to voicemail?

It seems to be all cell phones both iphones and android.

First thing I would do is call you wireless carrier and have them look into it.

It's definitely possible it's a problem on the carrier's end. I've had to call AT&T a few times for this kind of thing.

While you've got them on the phone you can have them set the number of rings before voicemail and maybe a couple more options that escape me now.
