raise to speak is very bugged, it works less than half of the time for me
There's a slight delay in it activating after raising the iPhone.

I'm having problems with it too; speech recognition is much less accurate when in RTS (raise to speak) mode. I guess the microphones can't pick up speech as well from that location (but presumably it's fine for a human-human conversation).
 
FWIW, after disabling Raise to Speak on my 4s, the battery is lasting significantly longer. It has sat on my desk for a few hours now without losing a % point. Previously I was losing >5% of the battery per hour.
 
A HUGE Pain With Voicemail

Now I know why Siri ALWAYS comes on when I am trying to play my voicemail. I have been holding my phone at the oddest angles because Siri keeps pinging and I couln't figure out why or how to make it stop.

Or maybe I should see if Siri will play my voicemails without my needing to mess around with the controls.

Tips: How to get "Raise to Speak" to work!

First, make sure that, Settings->General->Siri ON, ->Raise to Speak ON
and Bluetooth/earphone is off

1) Turn the phone's screen on (you can be on the lock screen)
2) Hold the phone so the screen is facing you (as if you are reading from it). Phone can be in front of you at eye level, or chest level or waist level, as long as the screen is on and is facing you
3) Raise the phone to your ear as if you were taking a call - don't move too slowly, faster gesture is better
4) Once the phone is at your ear, wait for a moment for Siri to activate - you will hear two beeps as indication of Siri activating.
5) Speak your command and enjoy!
 
In any real life situation where you need to use raise to speak, it never works. If you sit there and hold and flick at an angle and make sure your body is weighted, moon is in ill view and all that rubbish, it might work but even then only 10% of the time.

Maybe your device is busted if that were the case. If you raise the phone from a position where the screen if facing you, raise-to-speak works really well either one is sitting or standing or walking. It works well for all my friends who have 4S.
