I just downgraded my iPhone 4s to iOS 6.1.3 I have issue with email I try all my emails and they don't work it tell me the user or password is incorrect .

Third-party emails will not work through the built-in email client anymore. All email services now require a redirection to their web-based login systems to allow for 2FA which cannot happen through the built-in mail app. Older versions of iOS do not have that redirection as they come with updated versions of the operating system. I would avoid using that iPhone for online services as it could easily be attacked or compromised.
