I no longer have my iPhone 4s. I have an iPhone SE now but I updated my 4s to 9.3.4 from iOS 6 to see how it would be. The phone is warm and slow. Is there a way to fix? I tried reset settings.

Unfortunately not. The newer operating systems won't run that well on older hardware. They just don't have the beans to run it smoothly. The CPU will be maxed just to support the simplest animations, which is why it'll be getting a little toasty too.
iOS 7 killed my little iPhone 4. It was utterly unusable on that. If you've ever seen Wrath of Khan, I was in two minds whether to do a 'Spock's funeral' scenario for it. Unfortunately I didn't have an Enterprise or a newly terraformed Genesis planet to hand, so I did the next best thing and bought a 5S instead.
Sounds like probably some background work is going on since you went from iOS 6 to 9 which is a considerable jump, or potentially some process is stuck somewhere. I'd give it some more time, or alternatively, if that doesn't help, try to re-install (since you tried resetting all settings). The experience might be somewhat slower compared to iOS 6, but at the very least the phone shouldn't just be heating up randomly.

These older iPhones struggle with the newer updates, being they require more CPU/GPU Power and they greatly affect the battery consumption, maxing out the iPhone's power.
Doubtful the phone will improve. I'm not sure if you are able to downgrade the update.

It's warm just idling at the home screen?
I have two 4s on 9.3.3, I haven't updated yet, and they're far from speedy, but they don't get warm just using the OS.

iOS 9.3.4 should be available for all devices that support iOS 9 (which includes iPhone 4s).

Hmm, one thing I did notice is, when I initially checked for an OTA update, there was no update available on my 4s but, on the second check there was an update. Perhaps doing as I did will get the update on the 4s.
