iPhone 4s keeps same speed in Low Power Mode

Dear all,

I just find that the iPhone 4s is running in the same speed in iOS 9 Low Power Mode vs Normal Mode.

It just reduce the refresh times when you turn on the Low Power Mode.

For CPU, it just running as fast as the normal mode.

I have record a video: (Cantonese, Hong Kong)
