Does anyone have any trouble receiving or sending mms via cell or imessage?
it seems I can't do either
 
well i meant has anyone heard of this issue?
i tried a restore but it doesn't work
 
The restore didnt work or it didnt resolve the mms issue?

did not resolve the mms issue
i keep thinking i should jailbreak it and transfer my sms and other info but it seems like a pain to do that
 
These types of problems have occurred in the past to some people. Usually this has something to do with the provisioning of your account with AT&T. If you have restored the phone, did you check to make sure that MMS was turned on, and is iMessage activated? If those things are on/activated and you still cannot send/receive, then I would call AT&T and have them check your account.

it seems everyone else on my family has their mms and imessage working

but yes everything is turned on
 
Agreed as long as all your switches (SMS/MMS) are set ON under Settings Messages.

including Send As SMS and the same valid AT&T phone number under Receive at:

If all that is good it would be an account provisioning issue.

Did anything else change before this started happening?

I remember my buddy playing with profiles and blowing out his visual voice mail AND messaging.

just now seeing this, and literally just now posted a new thread telling my 4 hour discovery of just how much can screw up iMessage MMS messages from ACTUALLY going through. it's long, but should help it make sense. https://forums.macrumors.com/showthread.php?p=15540995#post15540995

in short, wi-fi isn't needed to send an MMS over iMessage if the recipient is able to receive the data that is being sent. SMS send over your carrier, and iMessage send over your data plan. AT&T offers a SMS/MMS opt-out package to block messages and unwanted charges that blocked my recipients from receiving the MMS message until they were connected to wi-fi.

sms/mms imessages can be sent over the carrier, and it appears just not received by some, and possibly for many different reasons.

EDIT: Try some of these numbers for AT&T Customer Service, got through in 2 minutes at 12:22 AM.
