Iphone 4s need to downgrade

Hi

I bought an Iphone4s off ebay in near mint condition but its running IOS 9.3.5, and slow as a frightened turtle. Is there anyway to downgrade the IOS that doesn't require 30 steps and still may not work

Apple stopped signing 6.1.3 for the 4S a while ago. There is no way to downgrade now. 9.3.5 and 9.3.6 is signed now.
