iphone 4s preorder

when i login to upgrade my regular phone to an iphone 4s in my att account the iphone 4s isnt there for selection will it appear when the pre order start?

I have confirmed this is the case with AT&T. The phone is not showing up because, simply, it's not available to order...yet.
