Seems the Iphonbe 4S *requires* a valid SIM card to setup the Iphone 4S.

However, when i get to the "Network part" of the welcome screen in IOS5.1, where it askes me to either chose a list (amoung them, is mine) Wi-FI, or activate over 3G, I prefer not not do either.

Does this mean the phone is unusable until you go through this ? I'd like to skip it. Just as you can with "Enable/Disable Location services"

I pressed the Home button but nothing, It gave me Emercy call or Start Over, which takes you back to the beginning anyway.
 
Just select WiFi and you'll be able to use it as a data only device. I have a 3GS I use solely for AirPlay when I'm in the garage or outside.
