I found a solution!

I ran the following tests on my WiFi Connection:

iPhone 4s - 2~3 Mbps down
iPhone 3gs - 2~3 Mbps down
iPad 2 - 2~3 Mbps down on 2.4 G spectrum
--but---
iPad 2 - 15~20 Mbps down on 5G spectrum

From those test I concluded it is not the 4s but either interference on the channel or simply an issue with the WAP. I am using a Belkin Play N600 which is the worst WAP I have ever owned! I replaced the Belkin router and am now getting 10~12 Mbps download speeds on my iPhone 4s.

So uh, anyone want to purchase a slightly used Belkin N600 :)

Interesting thought; It'd be cool if those seeing significant wifi speed differences between iphone and computer could double-check that the result is the same if the computer is using the same frequency to the router (5GHz vs 2.4GHz). In my test above the computer is on 5Ghz and 4S on 2.4Ghz, but since my results are close to the same I've not tried different.
 
On wifi I am getting download of 1.85 and upload of 0.33

On 3g i was getting 3.88 down and 1.70 up

What gives.
 
You might want to try a different network speed test - I had issues with speedtest.net app as it was showing a hang on wifi and gave horrendous 3G speeds. It drove me crazy thinking something was wrong with both my wifi router and 3G service.

Maybe try the FCC Test app?
FCC test app is by the same speedtest.net company. Except the FCC version is reporting EXTREMELY low values, even when on wifi, so I believe it's defective software

I am hearing that there is some problem with sprint and Iphone 4s, mine is so slow it is useless. Here are my results any thoughts or advice....

Ping 125 ms
Download 0.13 Mbps
Upload 0.34 Mbps

I dont really know too much about this stuff but I know these are poor results.
