Iphone 4s won't turn off/home button doesn't work

At first my home button stopped working. Then after a restore my phone won't shut off unless it is charging. If I try to shut it off otherwise it just reboots right away. Is this a hardware problem or is my phone just a random case of this?

I don't have apple care or anything so what should I do?

Same phone you dropped in the toilet?

See if they'll swap it for $199

Bring it to Apple.
If its a 4S it still has Applecare warranty. If you damaged it with water or liquid damage then its a $199 replacement fee.
