iPhone 5 animation slower

my iOS 7 animations are slow for some reason even with reduce motion turned on. Do you think If I restore it will make them faster? They are faster on my friends 4s idk why it's on 7.0.3

Slower in all cases, or in some particular ones?

Have you tried simply resetting the phone or even resetting all settings (before completely restoring)?
