So at my work, I have always since day 1 had 5 bars with full LTE.

Ever since the carrier update, my phone has 1 bar on E. it's been like 3 days In a row now.

My phone is jail broken. I have not added any new tweaks in the last week.

On 6.1.2. AT&T. iPhone 5. Elk Grove, CA.
 
^^ This. The first thing I would look at is resetting the carrier settings in Preferences, and if that doesn't work, go with a restore.

AT&T is working on a full shutdown of the old EDGE network over the next couple years. It's doubtful they'd take a full-signal LTE coverage area and knock it back to 2003 technology just for grins.
 
Remember when some hackers made the AT&T carrier hack, for higher speed? If I am not mistaken, it stops throttling (with unlimited data plan) and it should make your iPhone data work at higher speeds. Based on your first post, this started with the carrier update, so resetting the preferences may not work.

How do I go about resetting the carrier settings?

If I click reset network settings, will i lose my jailbreak?

I'm sure you have toggled LTE off and the back on? This happens to me at home everyday because my signal has gone to crap and the majority of the time once it loses LTEbmy phone doesn't find it again until I do that.
