iPhone 5s delay 5-20s when making a call

I have white 5s with bell network. Whenever I make a phone call there's a delay anywhere between 5 to 20s before you hear ringing .

Is this a network issue or is there something wrong with the device. It's very annoying. I'm just holding the phone wondering what the hell is going on ?

Anyone else have this issue ?

I have the same issue and I thought it was just my phone or the area I was in
