I got the iPhone 5s on t-mobile on launch day! And since then I haven't been able to send picture messages.
I've tried countless times and many variations of resetting the network settings and the phone it's self. I don't know what else it could be "it a brand new phone!"

It's probably not the phone since there is no setting to turn on/off MMS. Call T-mobile.
 
T-mobile said for me to contact apple.
They gave me a new sim and tried a whole
Bunch of things. And still ended up with the same result.

I don't know what Apple is going to do for you. There is no MMS switch to turn on/off.

Can you provide more details as to what the problem is exactly?

1. do you create a new text message and then try to attach a pic?
2. Does it send? not send? error? what happens?
 
1. When I start a new text and attach an image it fails. (My apn settings are correct) (even fails on old messages too)
2. When it sends you see the green progress bar and right when it gets to the end it fails.

I had this exact issue with my iPhone 5 (AT&T) when it was about 2 weeks old.
Spent time with AT&T, got new sim, reset network settings, nothing would fix it.

Apple store replaced it with new, not refurbed, iPhone 5.
I would take it to Apple Store, make sure you tell them you got a new sim and worked with T-Mobile support.
