iPhone 6 - Can I preorder and pay full price?

I've been paying full price with ATT since the 5 on new phones since I don't want to be locked into a contract. Will the Apple website allow me to preorder without using my available upgrade and just pay full price?

Have you checked the Apple site? Your answer is there and it's yes. Buy the no contract tmobile model and use it on att. Its the same phone.
