Iphone 6 plus Icloud locked not stollen

You got scammed. Deal with it.

There's no such thing as iCloud locked and not stolen apart from people who forgot their passwords. And even that's a stretch.

Of course there is such a thing when the seller doesn't disable Find My iPhone and the buyer doesn't know any better, and with typical users that wouldn't be a stretch at all. Not to say that that's the case here necessarily, but it is to say that there are more possibilities in play.
 
some sellers on ebay provide icloud unlocking service. if you are willing to research,have patient and willing to bet ~$150, you may get your luck. be aware that icloud unlocking service is really slow atm, so make sure you are still within 45 days of paypal's money back guarantee when it's due.

Also never buy big ticket items abroad. You're just asking for trouble.

This is turning out to be an expensive lesson.

That's bull. There is no way to unlock it from iCloud without the password.
