iPhone 6 plus restore from backup

Bought an iPhone 6 plus on eBay, turns out and find my iPhone is on, but when I plugged it into my macbook it gave me the option to "restore from backup". One of my personal backups. I'm wondering if restoring it from backup will wipe find my iPhone or will it be iCloud locked once finished?

It will not remove the icloud activation lock.
Why did you buy a useless icloud locked device?

Didn't mean to...instead of selecting "erase all content and settings" the previous owner selected "reset all settings" so iCloud and photos are still on the phone but all passwords, mail accounts, and etc are deleted (except for find my iPhone) I have contacted the previous owner but she hasn't responded yet.

The previous owner will have to log in to iCloud and remove it. Then you'll be able to use it.
If not you can't do anything with it and you should ask for your money back.
