Stutter and lags aren't pages refresh. Stutter and lags have nothing to do with RAM.I don't know how the OP knows but I know this because I have an iPad Air 2 (2GB of Ram) and a 6 Plus (1GB of Ram).
If I open 4-5 tabs on both devices and I switch between them the 6 Plus reloads some of them but the Air 2 doesn't. Mind you, Air 1 (1GB of Ram) reloaded them as well, I had it as well before upgrading to the Air 2.

Stuttering is quite subjective.
Most of the times I can't see any stuttering in any videos showed to me.
And I have a medically tested perfect visus.
