I'm just wondering about the laggy performance on the 6+. Does the iOs 8.3 beta improve the 6+ performance?

Most definitely seeing some improvements in animations. Especially homescreen and control center.

How about Safari and the tab reloading problem? Has it been ironed out too??

Multitasking and even typing feels much faster now! Sadly though, wallpaper & weather scrolling is still the same if not worse. There are considerable improvements in control Center and Notification Center drop down animations. General feel of the OS is faster when compared to before!
