Its likely they would have announced it at the same time as the 6S. Their cheaper iPhone experiment failed.

People were saying "We want a cheaper iPhone" and apple listened. The problem is people forgot to finish their sentence "We want a cheaper iPhone.. the same premium one, just cheaper".

5c would have been a really nice option if it where 200-250$ cheaper, instead of just 100$. But that would have cannibalized the 5S 16GB sales too much.
