Wow, battery life is at 94% and worked like a charm on ios 12, updated to ios 13 and it drops to 1% from 100% in like 20 minutes.

Did apple do this on purpose again to kill off old devices? What is going on? Can I go back to ios 12?

iOS 13 on the majority of reports from owners of older devices have all been good in terms of battery life and improvement. Your phone is probably indexing, has a rogue app or a battery that needs replacement.

the battery health is at 94% why would it need replacing? it worked fine on ios 12 doesn't make sense.
 
Post up a battery usage screenshot. Something must be rogue software or app wise to cause a full charge to be depleted in 20 minutes! Have you tried a fresh install via iTunes by putting the phone into DFU mode? That may help.

How long ago did you finish installing iOS 13? And if you recharge the device does it again drain the battery that quickly?
 
Yes you can go back to 12.4 but your battery is likely shot, so even if you go back you might encounter the same problem soon. Is it the original battery and several years old? If so, it's more than likely it needs to be replaced. Try running the battery down to say 10%, and then see how your battery does.

In my experience for a very old battery it's fairly common for battery health to read OK at room temp when near full, but cool it down after running it down to a low amount, and it goes haywire if it's in equivocal condition.

BTW, I replaced my battery for my 7 Plus last year under the battery replacement program. It's in great condition and battery life on 13.1 is decent. However, the battery is only 9 months old.
 
Probably a rogue app, as a couple people above suggested.

My 6S with it's original battery says its battery health is 90%. I updated to 13.1 yesterday. Haven't noticed any difference in battery drain today, seems to be lasting just as long as it did on 12.

All apps are downloaded from the app store... also I just used it for 31 minutes from 100% went to 83% just like that barely used any apps as you will see below...
