That seems normal....I don't know about what Apple allows but I have two separate phone numbers....I have an iPhone 7 and just purchased a used iPhone 6S for my 2nd phone number. I restored my new iPhone 6S with the backup from my iPhone 7 on my computer and now I have identical home screens on both the iPhone 6S and 7....... with 4 columns and 6 rows plus the lower dock..... My phones are both stock and not jailbroken.

Assuming you are on a firmware that is jailbreakable and assuming that a tweak for this exists then yes, it's possible.
Essentially what you want to do is only possible via jailbreak. Apple does not allow this stock.
