Assuming you are on a firmware that is jailbreakable and assuming that a tweak for this exists then yes, it's possible.

Essentially what you want to do is only possible via jailbreak. Apple does not allow this stock.

...I don't know about what Apple allows but I have two separate phone numbers....I have an iPhone 7 and just purchased a used iPhone 6S for my 2nd phone number. I restored my new iPhone 6S with the backup from my iPhone 7 on my computer and now I have identical home screens on both the iPhone 6S and 7....... with 4 columns and 6 rows plus the lower dock....🙂. My phones are both stock and not jailbroken.

Unless I'm misunderstanding something, that's normally how it is already.
