I switched from iPhone 6 to 6s plus because I wanted bigger. But feels like the camera is much slower on 6s. Probably a result of upping the megapixels and not increasing censor which results the camera ability to capture light at a slower rate. My experience applies to both front and back. What do you guys think?
 
Seems more or less the same for me. Don't forget to turn off Live Photo if you haven't already.

Given that the 6S Plus has OIS for pictures now too, the picture should not have been a blur even if your hand was shaking. Perhaps the Camera on you 6S Plus is defective and needs to be swapped out. You can always set up an Appointment with Apple and get them to evaluate it if you.
