Well, even if the phone has never been activated if it's a Sprint phone purchased at a Sprint store then it will be locked to Sprint.

If it was activated then you have however many days it was active banked. But to get it unlocked, yes you need all the account details Sprint is asking for.

It was bought at the Apple Store. Would it have to be for that specific account or would there be any chance I could use another persons sprint info?

If it was bought full price at the Apple store then it should have been unlocked from the get-go.

The only way it would have been locked at the Apple store was if it was leased or bought on Easy Pay.

It would have to be for the specific account. The IMEI is tied to the account.
 
This is typical. People bought iPhone under contract/lease, and then selling it at full price.
I'm afraid you are out of luck, as many have mentioned. Right now, you either have to use Sprint and go through their requirement for unlocking, or sell the phone again to a Sprint user.
