I wanted to know if there is a specific time-frame I can expect the certified refurbished iPhone 7 to be on sale at Apple.com While I am interested in purchasing an iPhone 7, the price ($650) in my opinion is considerably high.

Probably after the 7S/7S+/8 announcement. Check out online since deals will be aplenty for new 7's.
