One phone has 4 dots the other 1 dot. What does this mean ?
Is the second one defective or is this just a calibration error or what.
Should I return it or is this a common occurrence.

There are many factors that can impact cell service. Having two phones side by side can deminish the service of one of the devices.

My iPhone 7 Plus, according to the dots, gets demonstrably worse reception than my 6S Plus, which now belongs to my wife. That being said, I don't have any issues with calls or data, so I don't really care.

My 7 plus gets terrible reception compared to my 6s. However I think the biggest issue is the consistency of the signal. While the 6s will barely fluctuate 10 to -10 dBm, the 7+ will do triple that without me even moving. I just watched it go from -82 to -108 in a matter of seconds.

    Same network ?

It is possible they were connected to different cell sites if the sites overlap which is common.

Depending if they're on the same carrier, I think that would be a good question for your local provider. And I'm assuming you're not using any type of Wi-Fi calling, just LTE.
