I am on holidays and while I was traveling I allowed the battery to drain completely (I think this is important information). Now I am unable to start my iphone. Normally When the battery is dead and I connect the charging cable I get this battery logo showing that it is charging, now there is nothing, the screen is always black regardless of what I do. I tried the normal hard reset procedure as well (multiple times), holding the sleep/volume down button for as long as a minute with no reaction. Phone is also not detected by itunes. I kept the phone connected to original iphone cable/plug for entire night, did not change anything, I also verified that the cable is actually charging by connecting another phone (yes it works). I am desperate so I wrote here on the forum, please help :)
 
Being on holiday is going to make this harder to troubleshoot. If you have access to a USB Ammeter, something like this, you could use that to determine if the phone is really drawing current when it says it's charging.

If you connect the phone to an iTunes enabled computer, is it recognized? If it is, it would point to a screen issue. If it isn't, then it points towards a battery/charge issue. If you can find a local repair shop, you could have them try a new battery.

apparently your guess is correct. When I connect the phone to the portable power bank, the power bank will turn off after a few seconds meaning that the phone is actually not taking charge!! I do not understand how this is possible!! Is it possible that the battery died because it was completely drained during my travel? I am holidaying in Sri Lanca and it would be pretty hard to give phone for service here, apparently this will have to wait until I get back home in Europe

ps. I also read about the possibility that charging port could be dirty, however mine looks pretty clean and I tried cleaning it with a tissue anyway, with no difference to the charging problem
 
Whatever problem your iPhone has, the first method you can try to fix it is to force restart your iPhone. Sometimes it works, and it will not damage your iOS device. Now you can follow the instructions as below to remove your iPhone black screen.

Please press and hold simultaneously the Power button and Home button on your iPhone till the Apple logo shows on screen.
Then release the Power button, and your iPhone will be rebooted automatically.
Check if you can operate your iPhone normally or not.

Seems like a restart was already attempted as mentioned in the OP and even the thread title. (The restart instructions that mention the home button won't even work with iPhone 7 and above as the procedure is different.)
