It's doing stuff in the background which uses the CPU which creates heat. Apple has official comments regarding iPhone heating up during new OS install. It's normal. Leave it in front of a fan for a few hours after an update if it bothers you or take it out of its case

Thank you bro, but my iphone warming up since update IOS 13, in versions, IOS 13.1.1 and 13.1.3 and now in 13.2. Even i don t play on my iphone.

We are cheering for a new update! The version 13.2.1
 
My X has been warming up since iOS 13 too. 3 different X pieces at that. Through all iOS 13 versions.
 
It could be some dodgy process stuck in the background. Are you able to test for a couple of days by restoring the device and start fresh?
In the next update i will do the clean installation of the whole system, it seems that IOS 13.3, will be coming soon LOL
