If I activate an iPhone and then decide I don't want it, what is the grace period to cancel the iPhone plan with AT&T (i.e., not have to pay $20 for the data plan)

There is no grace period. You pay the ETF when you cancel. You have to give the phone back if you cancel within 30 days.
