iPhone and iPad keep syncing contacts

I have an iPhone and IPad that keep syncing the phone numbers I have in my contacts even though they do have different iCloud ids.

I tried: -turning Bluetooth off
-turning contacts off
-turning find my iPhone/iPad off
without any luck.

I am at a loss. I do have few free phone apps installed on both like Skype, Tango, and Talkatone and I initially let these apps import my contacts on my iPhone. I don't know what app could be causing this problem.

Both my iPhone and iPad have ios version 6.1.3 installed.

I appreciate any suggestion
