You can test in the simulator in Xcode.

You can invite people on test flight and have them test it. To find people, well you can start with friends and family. But really, the best place to find beta tester is the same place you will find users for your app. So who is your apps ideal user? How do you plan on finding them when your app is finished? The same applies to your beta.

If you have a hard time finding beta testers, then you're probably making an app that doesn't have much demand.

The simulator is pretty good, but not perfect. You should always test on a real device, but you'd be surprised on how much you can do with the simulator. You can probably make the entire app using only the simulator, then go back and test when you're all done.

As for finding people, a good place to start would be this site. Good amount of early adopters here who don't mind trying new things. Try posting and asking if users want to try your app.
